Summary:	Prohibits the state superintendent from issuing an initial teaching license unless the applicant has demonstrated competency in resolving conflicts between pupils and school staff, assisting pupils in learning methods of resolving conflicts between pupils; and dealing with crises.

Summary:	Requires all professional education programs leading to licensure to provide study and experiences in human relations. The human relations program shall include training in the use of peer mediation to resolve conflicts between pupils.
