Title: Local Assessment of School Safety and School Discipline
Summary: Requires each local school shall begin an assessment of school safety and student discipline during the 1998-99 school year. The assessment should indicate the training needs for staff in classroom management and training needs for students in anger reduction, conflict resolution, peer mediation, and other necessary skills. Each board of education is required to adopt a plan for immediate and long-term strategies to address school safety.

Summary: Relates to education; creates a P-16 to advise the legislature on a seamless system of education; requires each local Board of Education to adopt a formal recruitment and employment plan to attract educators; includes training for various educators; develops a statewide teacher recruitment plan; include early recruitment programs for middle and high school students; sets forth corrective actions for out-of-field teaching; provides for salary benefits. Requires the Kentucky Department of Education to ensure that training options in human resource management and conflict resolution techniques be available to education leaders throughout the state.
